A crime watchdog raises concerns about the snowball effect of crime, after Wednesday’s murder of a man who was out on bond, in spite of two second-degree murder charges pending against him. Hollis Carter was killed in Gentilly, after his arrest for the murders of an Edna Karr High School student and his sister last March.

21-year-old Carter was shot to death Wednesday morning in front of a place that has trained dozens of ministers.

“When they heard it everybody turned and they saw a gentleman standing out with his rifle pointing in the car,” said Pastor Mike Smith, with Bethel Baptist Community Church.

Carter was out on bond in spite of being charged with 2 counts of second-degree murder, for the March 2021 deaths of 18-year-old Karr High student Caleb Johnson and his 25-year-old sister Breyiana Brown, who was killed wearing an ankle monitor. She was released from jail in spite of a manslaughter guilty verdict, which was thrown out because it was rendered by a non-unanimous jury.

“Even the attorney representing the deceased called it street justice and he’s absolutely right,” said Rafael Goyeneche with the Metropolitan Crime Commission. He is among those who question whether Carter should’ve been out on bond at all. In addition to 2 second-degree murder charges, Hollis was also charged with attempted second-degree murder obstruction of justice and illegal carrying of a weapon.

“Even though Breyiana Brown was the target, her brother was murdered and his acquaintance who was there was also wounded showing the collateral damage,” said Goyeneche.

Hollis’s bond was set at $300,000, according to court documents. He was shot to death while being driven to a court appearance by his mother, who was also wounded.

“Shots went off, within moments the lady who is the driver fell out of the car,” said Pastor Smith.

Witnesses were stunned to see the brutality of Hollis’s murder in front of the cemetery in broad daylight they were all also startled to see the wounding of his mother.

“She was hurt she couldn’t feel her legs and they called the police. She kept saying my baby, he’s in the car is he ok? They didn’t tell her that he was deceased they just sent her to the hospital,” said Smith.

Carter’s mother is reported to be in critical condition after an apparent retribution shooting which some say could’ve been avoided.

“This is a case where I believe the judge needs to drill down and do their due diligence and they can reduce the potential for this occurring,” said Goyeneche.

Goyeneche urges judges to take a look at the totality of the circumstances surrounding a crime before setting bonds which he says all too often lead to the release of suspects who are involved in more shootings.

Baton Rouge Police have arrested the boyfriend of a pregnant woman and her young son who were reported missing earlier this month.

Detectives arrested 20-year-old Brynnen Murphy, in connection to the disappearance and deaths of Kaylen Johnson and her son, Kaden Johnson.

Murphy was booked in the East Baton Rouge Parish Prison on two charges of first degree murder.

Family members say the boyfriend is the father of the woman’s unborn child.

Police said Murphy is not the father of the deceased 2-year-old.

The bodies believed to be that of Kaylen Johnson, 24, and her 2-year-old son Kayden were found early Monday afternoon, March 14.

Police said Murphy turned himself in Monday to the First District Precinct on Plank Road.

“Throughout the interview process, he gave us the information as to both being deceased, and the locations as to where they were,” said Sgt. Ljean McKneely, a spokesperson with BRPD.

The family of Kaylen Johnson asked for Baton Rouge Police Department to do a wellness check on March 11 since Johnson and her 2-year-old son Kayden Johnson had not been heard from since March 5.

When officers made it inside the apartment according to the arrest warrant they found no signs of foul play.

The family still tried reaching Johnson but her cell phone was disconnected and the call could not be made.

The report goes on to say, officers learned Johnson was in a relationship with Brynnen Murphy and when questioned, according to the report he denied knowing the whereabouts of Kaylen and her son.

Police said the pair are believed to have gone missing on March 5, “based off information we collected from Murphy.”

According to BRPD, there were many things that led them to believe foul play was involved.

“It was suspicious in nature. We found her car without the license plate on it. And from there, it raised an eyebrow. One of the guys made contact with him, he refused to give information, and from there, he disappeared,” said Sgt. McKneely.

Saying they were acting on a tip connected to the case, detectives started searching a wooded area along Burbank Drive near Lakeside Daiquiris around 9 a.m. Monday, March 14.

Around 12 p.m., they discovered one body, an adult, at the Burbank Drive scene. Within minutes, police found a second body along Central Thruway in Central.

BRPD’s spokesperson said there is no word yet on why Murphy killed them.

“We tried to interview him and get some information. He didn’t give us any,” said McKneely

According to the arrest warrant, Murphy contacted officers at the 1st District Police Station and was detained and transported to the VCU for detectives to conduct an interview.

The report goes on to say, Murphy led the detectives to the location of both the bodies.

“Very tough, tragic situation. Uniform officers are affected by this, homicide investigators are affected by this. Everybody in the community is affected by this,” said Sgt. McKneely.

After examining the bodies, police believe the victims could have been dead for at least a week.

Their causes of death are currently unknown, according to police, who are waiting for the autopsy.

Additional charges could be pending for Murphy as this investigation continues.

A disgraced Louisiana teacher has pleaded guilty to “horrific crimes” against children and admitted to serving her students cupcakes that contained sperm from her ex-husband, who is awaiting his own trial on child sex crime charges, according to authorities.

Cynthia Perkins, 36, agreed to plead guilty and testify against her ex, 44-year-old former Livingston Parish Sheriff’s Office SWAT member Dennis Perkins, who is also charged with dozens of child sex crimes, according to prosecutors.

“She not only waived any right to appeal, and attempt to avoid conviction, but she also spared the victims from reliving her horrific crimes during this particular trial,” Louisiana Attorney General Jeff Landry said Monday. “Today’s conviction is in the best interest of our victims and justice.”

Cynthia Perkins was a junior high English teacher until she resigned after police raided the couple’s home. The Livingston Parish Sheriff’s Office immediately fired Dennis Perkins, who had been a special operations lieutenant.

Investigators said they received a tip from the National Center for Missing and Exploited Children about the Denham Springs couple in 2019. Police seized photographs of the couple posing nude with a child, as well as other evidence while serving a search warrant in October of that year.

Court documents reported by WBRZ in May revealed that police also found pictures of Perkins’ students eating the semen-laced cupcakes and that the couple allegedly raped a child between the ages of 9 and 10. Investigators allegedly found hidden cameras in their attic and bathroom and said they uncovered more pictures on an iPhone.

The couple had initially been charged with 60 counts of production of child porn, rape and other crimes. Prosecutors also accused Dennis Perkins of obscenity, video voyeurism and possessing child porn.

Livingston Sheriff Jason Ard said at the time that although Perkins had been a longtime officer who he considered a friend, “no one is above the law.”

“This type of alleged behavior will not be tolerated by me or anyone at the LPSO,” he said.

Cynthia Perkins pleaded guilty to second-degree rape, producing child porn and conspiracy mingling of harmful substances Monday, according to Landry’s office. She’s due back in court Friday for sentencing.

A school teacher in Louisiana who reportedly has admitted to lacing cupcakes with her husband’s sperm and feeding them to students now faces a sentence of 41 years in prison.

The Associated Press reports Cynthia Perkins and her now ex-husband Dennis Perkins were both arrested in October 2019 and charged with two counts of first-degree rape, 60 counts of producing porn involving a juvenile under the age of 13, and with a slew of other child sex crime charges.

Cynthia was reportedly a teacher in Livingston Parish while her husband, Dennis, was a Livingston Parish sheriff’s deputy at the time of their arrest.

According to WBRZ News, Dennis was fired by the department after his initial arrest, and Cynthia resigned from her position as a teacher shortly after her arrest as well.

Initially, the former teacher pleaded innocence to her various child sex crime charges, but now has reached a plea deal with prosecutors and pleaded guilty to three of the charges on Monday.

Per her plea agreement, Cynthia reportedly admits she assisted her husband in sexually assaulting a juvenile, helped her husband film a juvenile bathing, and also admitted to lacing cupcakes with her then-husband’s sperm before feeding them to school children.

Cynthia will also testify against her former husband, as per the plea deal, according to Louisiana Assistant Attorney General Barry Milligan.

Cynthia reportedly filed for divorce from Dennis after they were both arrested, saying she was manipulated by him into committing the child sex crimes. Her attorneys reportedly maintain Dennis was the “mastermind” behind the couple’s criminal activity.

Prosecutors reportedly say the 68 charges Cynthia did not plead guilty to will be dismissed, but she still faces a 41-year prison sentence. A judge has set her sentencing date for Friday, according to WAFB News.

Dennis Perkins, who maintains a “not guilty” plea to his charges, reportedly has his trial set to start on May 9, 2022.
