Apparently the shooting took place after Jesus Alejandro Rivas-Figueroa and two other teens were caught shoplifting inside of a Times Square store and attempted to flee. The teen attempted to shoot the store security guard but missed and struck the woman instead.

A 15-year-old armed migrant who was wanted for shooting a tourist and firing at police in Times Square on Thursday has been charged with two counts of attempted murder and a slew of other crimes.

Jesus Alejandro Rivas-Figueroa, 15, broke down in tears as he was apprehended and taken into police custody on Friday following a short manhunt for the mayhem that erupted in New York City’s busy tourist hotspot.

Jesus Alejandro Rivas-Figueroa, who police had said was “armed and dangerous” as they pursued him, has also been charged with assault, attempted assault and two counts of criminal possession of a weapon.

Police say Jesus Alejandro Rivas-Figueroa fired a .45 caliber handgun at a security guard inside the JD Sports clothing store on West 42nd Street and Broadway at around 7:05 p.m. after the guard had caught Rivas-Figureoa and two other teens shoplifting sneakers and clothes.

The shot missed the security guard but struck a female Brazilian tourist in the leg as Rivas-Figueroa and one of the other shoplifters bolted from the scene.

Jesus Alejandro Rivas-Figueroa fired at least twice at a responding police officer, while a second cop apprehended the other fleeing shoplifter, the NYPD said.

The NYPD quickly launched a search for Rivas-Figueroa for the attempted murder of a police officer.

Jesus Alejandro Rivas-Figueroa was picked up by the U.S. Marshals Service in Yonkers, New York, just north of the Bronx, without incident on Friday at around 3:30 p.m., according to NYPD Commissioner Edward Caban, who said the perp has a family connection to the suburb. He was wearing black jeans and a black t-shirt, as well as a gold chain as he was hauled off by authorities, footage shows. Rivas-Figueroa was wearing all white when police say he opened fire in Times Square.

“The shooting incident last night in Times Square was way beyond reckless,” Caban said at a Friday evening news conference to announce the arrest. “In the middle of the busiest, mostly highly-trafficked part of the city, a criminal with a firearm decides to pull the trigger.”

“If you think you attack a member of this department, if you think you could threaten the lives of the very people who keep us safe. If you think you could put others at deadly risk and get away with it, then think again,” Caban said. “We will never stop pursuing you. We will find you, and we will arrest you.”

At an earlier news conference on Friday, authorities said the teen was living in a temporary shelter after migrating from Venezuela. He entered the U.S. in September and was staying at the Stratford Arms Hotel on West 70th Street, which houses migrants, said NYPD Chief of Patrol John Chell.

It is unclear if Rivas-Figueroa is in the country, legally or illegally.

It is not known whether his case will go through family court or criminal court due to his age. A child who is 13, 14 or 15 years old and is charged with committing a serious or violent felony is considered a juvenile offender under New York law.

In addition to Thursday’s shooting, Rivas-Figureoa is suspected in an armed robbery in the Bronx and a shots-fired incident in Midtown Manhattan, Chell said.

The woman shot Thursday was grazed by a bullet, a Brazilian official with knowledge of the situation told Fox News Digital. She was treated at a local hospital and released, police said.

She is expected to return to Brazil on Saturday, the official said.

“The Police Department was very, very resourceful and kind to the lady and really offered a lot of support,” the official said. “The mayor’s office has not reached out, but I don’t think there’s any need because she was not seriously injured as the Police Department was very supportive. She’s completely well and this is not a big issue.”

The officer was not harmed.

During his briefing, Chell praised the actions of the police officer who was fired upon for not returning fire in the densely populated area.

“Our cop showed great restraint not to fire their weapon into a crowd of New Yorkers,” he said. “His training dictates you have to be prudent when you’re going to fire your weapon.”

“We’re the most restrained police department in the world, and we proved it last night,” Chell added.

The shooting came nearly two weeks after a group of migrants attacked a pair of NYPD officers, also in Times Square. Several suspects in that case have been indicted, but only one is being held in custody.

Chell noted that some Venezuelans have posed a public safety risk as the city continues to struggle with an influx of migrants.

“We saw the moped robberies and snatches. We see pockets being picked in Times Square and on the subway. We see some groups going into stores… and stealing property,” he said.

“The state of this police department is we don’t care who you are, what your status is,” Chell said, referring to the suspected shoplifting teens being migrants. We’re not going to go and broad brush a whole migrant community as being bad people… our concern, the community’s concern is to take this armed and dangerous juvenile off the streets,” Chell said.

Prosecutors have charged a Kansas City mother with endangering the welfare of a child after she told police that she mistakenly placed her 1-month-old baby in an oven instead of her crib, according to court documents filed Saturday.

The charge against Mariah Thomas is a Class A felony, prosecutors said Saturday. Her child was declared dead Friday afternoon after emergency workers descended on a home in the 4100 block of Forest Avenue in the Manheim Park neighborhood.

The infant had burn marks on her body and melted clothing, according to a probable cause affidavit filed in support of the criminal charge. In a statement Saturday, Prosecutor Jean Peters Baker said she appreciated the first responders and the prosecutors who rushed to the scene where the child was found.

“We acknowledge the gruesome nature of this tragedy and our hearts are weighted by the loss of this precious life,” Baker said. “We trust the criminal justice system to respond appropriately to these awful circumstances.”

Kansas City police responded to the Manheim Park residence at 1:24 p.m. Friday on a report of an infant that was not breathing. According to the police affidavit, the baby lay in a car seat inside the living room near the front door. Officers observed apparent burn wounds on the baby’s body, the affidavit said, and the Kansas City Fire Department declared the child dead at the scene.

A mother has been charged for allegedly placing a 1-month-old baby in an oven, leading to the child’s death.

The woman told family members she accidentally placed the infant in the oven rather than her crib, according to court documents.

Mariah Thomas is charged with endangering the welfare of a child in the first degree, leading to the death of a child, a class A felony.

Officers with the Kansas City, Missouri, Police Department responded to a home in the 4100 block of Forest Avenue on a report of an infant not breathing.

Police and EMS located an individual holding the 1-month-old baby, who was unresponsive and had burn wounds on her body. The infant was declared deceased at the scene.

The grandfather of the infant told KCPD detectives that he received a call from Thomas around 1 p.m. Friday, who told him that “something was wrong with the baby and that he needed to return home immediately,” according to court documents.

Once he returned home, the grandfather reported smelling smoke inside the residence and allegedly found the infant deceased inside of her crib.

He told detectives that Thomas told him that she thought she put the child in her crib but “accidentally put her in the oven,” per court records.

The grandmother of the infant reported that she received a similar phone call around 1 p.m. from Thomas, who yelled “hysterically” on the phone.

Mariah Thomas and the infant lived with her parents at the residence.

Thomas was taken into custody and reportedly consented for detectives to access her phone data and obtain a blood draw.

Those found guilty of a class A felony are subject to a prison sentence of 10-30 years.

A former corrections officer was charged Thursday with second-degree murder in the death of a patient at New Hampshire’s prison psychiatric unit nine months ago.

Matthew Millar, 39, of Boscawen, is accused of kneeling on Jason Rothe’s torso and neck for several minutes on April 29 while Rothe was face-down and handcuffed in the secure psychiatric unit at the state prison in Concord. The unit treats inmates in need of acute psychiatric care, those found not guilty by reason of insanity and those — like Rothe — who haven’t committed crimes but are deemed too dangerous to remain at the state psychiatric hospital.

According to court documents, Rothe, 50, was committed to New Hampshire Hospital in 2019 because of mental illness and transferred to the prison unit in 2022 out of concern he posed a risk to himself or others. Shortly after his death, investigators said Rothe died after a physical altercation with several corrections officers and that an autopsy was inconclusive. On Thursday, the attorney general’s office said Rothe’s cause of death was combined compressional and positional asphyxia

Millar made an initial appearance Thursday in court, where his attorney said he intends to plead not guilty. He was ordered held without bail pending a hearing Feb. 14.

Prosecutors allege that Millar acted recklessly in causing Rothe’s death after he refused to leave a “day room” in the psychiatric unit. While officers initially offered Rothe snacks and tried to talk him into leaving, they eventually decided to forcibly remove him.

In court documents, investigators said all of those involved had been trained on the use of force and interacting with inmates and patients suffering from mental illness, including specialized training about asphyxia. But the restraint Millar used is expressly contrary to that training, investigators said.

Six officers were involved in the altercation, but the attorney general’s office said it does not plan to bring further charges. Millar’s employment ended Dec. 13, the Department of Corrections said Thursday. The others had returned to work after initially being placed on leave, but they are on leave again pending another internal review, the department said.

The housing of civilly committed psychiatric patients at the prison has long sparked protest. The state has faced multiple lawsuits, and lawmakers in recent years have allocated money to build a stand-alone forensic psychiatric hospital on the grounds of the state hospital to move such patients out of the prison.

A former New Hampshire corrections officer is facing a murder charge in connection with the death of a patient in the secure psychiatric unit at the state prison.

Former corrections officer Matthew Millar, 39, of Boscawen, is accused of pressing his knee to the patient’s upper back and lower neck area, leading to his death. Millar is charged with second-degree murder.

According to court records, six corrections officers were trying to restrain Jason Rothe, 50, on April 29. Witnesses told investigators that Millar put his weight on Rothe’s upper back and neck and kept it there for several minutes while the patient was handcuffed.

Officials with the attorney general’s office said that tactic goes against state policy.

“The decision to bring a charge of this nature for on-duty conduct by a law enforcement officer was not made lightly but was based on a careful and thorough review of the facts and the law,” Attorney General John Formella said in a statement to News 9.

Matthew Millar has not worked for the Department of Corrections since Dec. 13. He is being held without bail.

In a statement, Department of Corrections commissioner Helen Hanks said in part, “I personally extend my sympathies to the family and loved ones of Mr. Rothe. The allegations released today are reprehensible and do not align with my expectations of staff, nor do they align to the Department’s mission and responsibilities.”

The Department of Corrections said the other officers involved in Rothe’s death have been placed back on leave as another administrative review is conducted.

According to court records, Rothe had been committed to New Hampshire Hospital in 2019 but was transferred to the prison’s psychiatric facility in 2022 over concerns he posed a danger to himself and others.

A New Jersey man was arrested this week on accusations he fatally stabbed an ex-classmate who advocated passionately to help those addicted to drugs.

On Monday, David Shroitman, 27, was arrested on charges of first-degree murder, possession of a weapon, tampering with physical evidence and hindering apprehension in connection with the death of Maryrose Fealey, 27, according to a press release from the Somerset County Prosecutor’s Office.

Fealey was found by officers who responded to a 911 call outside an apartment complex in Somerville on Jan. 30, the release states. Fealey, who suffered multiple stab wounds, was pronounced dead at the scene. Authorities said she knew her alleged killer.

While authorities declined to share how the pair knew each other, Patch.com and MyCentralJersey.com reported that David Shroitman graduated from Somerville High School with Healey in 2014.

According to a probable cause affidavit obtained by Patch.com, Fealey was stabbed approximately 37 times and had returned home from a business in Bridgewater around 9 p.m. that night, roughly an hour and a half before police arrived on the scene and found her dead at 10:20 p.m. The affidavit states that Fealey’s car door was open with her belongings spread across the front yard.

On Feb. 1, police obtained dashboard camera footage showing a man wearing a gray sweatshirt, a black face gaiter and thick cushioned sneakers standing at the corner of the block near Fealey’s home around 9 p.m. the night she was killed, per the affidavit obtained by Patch.com. The following day, detectives tried to speak with David Shroitman at a business in Bridgewater, but he refused. Detectives allegedly saw a white garbage bag over the driver’s seat of his car, as well as a black gaiter in the front passenger seat and duct tape in the back seat, the affidavit claims.

Authorities later obtained more surveillance footage showing a man matching David Shroitman’s description allegedly running up and down Fealey’s street around 9:02 p.m. the night of her killing, according to the affidavit, which was also obtained by NJ.com. A vehicle believed to be Shroitman’s was also spotted in the footage.

On Sunday, police responded to a report of a suspicious person at a business in Somerville and allegedly found Shroitman wearing latex gloves while cleaning his car, according to the affidavit. Officers claimed they smelled bleach in a puddle near the driver’s side door. Later, officers said they recovered a latex glove with apparent blood on Fealey’s street.

A search warrant was then granted and authorities searched Shroitman’s home, where they allege several bleach containers were recovered, along with a “manifesto laying out a plan step-by-step for the homicide,” the affidavit alleges. Investigators also allegedly detected blood in the entryway and bathroom through luminol spray tests and found clothing — some of which was covered in bleach — and sneakers matching the description of the man seen in the surveillance footage. The affidavit also alleges that Shroitman’s driver’s side car door was treated with bleach.

Shroitman was subsequently arrested and booked into the Somerset County Jail. He pleaded not guilty Tuesday and is still awaiting a detention hearing, MyCentralJersey.com reports.

According to her obituary, Fealey was “committed to her vision and efforts to empower youth and those battling addiction.” Founder of the non-profit organization 4TheYoungerMe (4TYM), she also was involved with non-profit organizations Not An Easy Fix and Empower Somerset.

“She firmly believed that ‘substance abuse does not define the person’ and that ‘a toxic environment does not define the child’s future,’” her obituary states.

Not An Easy Fix called Fealey’s death “horrific news” in a Feb. 1 statement posted to Facebook.

“She was always extremely supportive and had a big smile whenever she entered a room,” committee member Ian Bockus said in the post. “My friend group and I have dealt with a lot of loss over the years but never anything like this. It doesn’t make sense and it isn’t right but it’s times like this where we need to come together as a family and a community and offer our support.”

A 2018 graduate of Rutgers Business School, Fealey also worked as a logistics management specialist and was a former federal employee for the Naval Surface Warfare Center, according to her obituary.

Her family has asked for donations to go to Not An Easy Fix.

Cambria County coroner Jeff Lees has released the official cause of death for 5-year-old Samson Bowser, who authorities say was allegedly killed by his mother, Jennifer Bowser, on Monday afternoon.

Lees has ruled Bowser’s death as asphyxia due to “compression of the chest and obstruction of the airway.’

The coroner’s office has also formally ruled his death as a homicide.

Police say 41-year-old Jennifer Bowser was arraigned Monday night after her son was found unresponsive at Martha’s Manor, in Cresson Township, where she and her child were reportedly living.

Authorities say Bowser is accused of killing her son because “voices” told her to do so.

During a press conference Tuesday afternoon, Cambria County coroner Jeff Lees identified the 5-year-old boy who was reportedly killed by his mother, 41-year-old Jennifer Bowser.

Lees said that when authorities arrived at Martha’s Manor, in Lilly, Monday afternoon, Samson Bowser had reportedly been dead for hours already.

Officials say an autopsy of the boy is scheduled for late Tuesday.

Authorities noted that Jennifer Bowser and her son had reportedly been living at the facility, for approximately one year, since the facility was owned by the child’s grandmother (Jennifer Bowser’s mother).

According to the criminal affidavit, police say Bowser had allegedly killed her son because “voices” told her to do so.

Authorities also noted that, according to her family, she had recently sought treatment at a mental health facility due to the so-called “voices.”

A Lilly woman is in jail after police said she claimed to have heard voices telling her to kill her 5-year-old son, Samson Bowser.

Jennifer Bowser, 41, is facing a criminal homicide charge after police and EMS were dispatched for a cardiac arrest of a five-year-old on the 100 block of Cosey Lane on Monday, Feb. 5.

Authorities arrived at Martha’s Manor where they found a woman giving CPR to the child. According to court documents, it was determined that the child was unable to be revived.

Police talked to Bowser’s sister, who said that Bowser and the child had been living at the residence for “awhile” with Bowser’s mother and that the last time she saw the victim alive was on Sunday, Feb. 4, according to the criminal complaint. She claimed that she went to check on the child on Feb. 5 and found him laying on the floor. She then moved him to a different room and began to perform CPR.

In a press conference on Tuesday, Feb. 6, it was noted that there was no history of calls to the manor in relation to Bowser or her child. District Attorney Greg Neugebauer said that while the two lived at the manor, they lived in a separate area away from the other residence.

Bowser’s mother told police that Bowser had been to the doctor on Jan. 30 because she had been “hearing voices,” according to the complaint. Her mother also told police that at the time, they did not have an official diagnosis for Bowser.

When questioned by police, Bowser claimed that she was hearing a voice from “a machine box or mic box” and that the voices allegedly told her to smother the child so that he didn’t go to “H E double hockey sticks.”

Bowser was then taken to the police station to talk more with the officers. During this conversation, she allegedly told police that on Sunday, Feb. 4 she went outside twice during the day to check the furnace and then would barricade herself back into her room with her child, according to the criminal complaint.

Bowser claimed that she barricaded herself with the 5-year-old because a female voice “Kayla” told her the child was hers, not Bowser’s, and was attempting to take the child from her. Later in the evening, Bowser allegedly heard the voices again, with them saying that “the cops were coming and were going to shoot through the wall and kill” the child if she didn’t smother him, the complaint reads.

Bowser claimed that the voices continued to get “meaner and meaner” and told her that there were “guys with guns looking in the windows and were going to shoot through the wall.” Bowser also allegedly told police that the voices said that it would be better to smother the five-year-old than to have him be shot, according to the complaint.

Bowser told police that she allegedly smothered the child by using her hands and a blanket. As she used the blanket to cover his face, she said the child was strong and kept hitting and biting her. According to the complaint, Bowser also attempted to break the child’s neck to kill him faster.

Neugebauer also said that while mental health is going to be a large part of the case, there are also a lot of privacy concerns when it comes to disclosing information.

“To say that this is a difficult case for law enforcement is an understatement. Many of us are parents and I think we all hugged our kids a little harder last night,” Neugebauer said.

Bowser is now facing a criminal homicide charge, a felony charge of aggravated assault of a victim less than 13 and a felony charge of strangulation.

She is in the Cambria County Prison after being denied bail. A preliminary hearing is scheduled for Feb. 20.

Tuesday evening Cambria Coroner Jeff Lees concluded via autopsy that Samson’s death was ruled as a homicide as a result asphyxia due to compression of the chest and airway.

Cresson Township police department, Cresson Borough police department, Cambria County detective borough, Cambria Lions EMS, Keystone Alliance fire company and the DA’s office were on scene. Detective John Kutchman and Chief Mike Nycum assisted in the investigation.
