According to police reports Cindy Rodriguez Singh, her husband and six children would board a plane and head to India. Noel Alvarez was not with his family and had not been seen for at least a year. Authorities would later say that Noel Alvarez was last seen in November 2022 however his family did not report the six year old missing for five months

Now the FBI has placed her on the Ten Most Wanted List and offered a substantial reward for her capture. The alleged killer is described as 39 years old and is around 5’1″ to 5’3″ tall. Police say she is 120 to 140 pounds, has a medium complexion and tattoos on her back, both legs, right arm, right hand and right calf. She has brown eyes and brown hair.

Cindy Rodriguez Singh is wanted for allegedly killing her 6-year-old son. On March 20, 2023, the Everman Police Department was asked by the Texas Department of Family and Protective Services to conduct a welfare check on the 6-year-old son of Cindy Rodriguez Singh, after the child had not been seen since October 2022. During the welfare check, Rodriguez Singh lied to investigators and indicated that the child was in Mexico with his biological father and had been there since November 2022.

On March 22, 2023, Rodriguez Singh, her husband, and 6 other juvenile children, boarded an international flight to India. Investigators confirmed that the missing child was not present and never boarded that flight. It is believed that Rodriguez Singh has not returned to the United States since boarding that flight. 
 

On October 31, 2023, Cindy Rodriguez Singh was charged with Capital Murder in the District Court of Tarrant County, Fort Worth, Texas. On November 2, 2023, a federal arrest warrant was issued for Rodriguez Singh in the United States District Court, Northern District of Texas, Fort Worth, Texas, after she was charged with Unlawful Flight to Avoid Prosecution.

Cindy Rodriguez Singh, who is wanted for the 2022 murder of her 6-year-old son, Noel Rodriguez Alvarez, is now on the FBI’s Ten Most Wanted list, authorities said Tuesday.

A Tarrant County grand jury indicted Rodriguez Singh in October 2023 on capital murder and additional charges related to the disappearance of her son, who was reported missing in 2022.

The FBI has also increased the reward leading to her arrest, from $25,000 to $250,000. The FBI said it is confident that the increased reward will lead to her arrest.

Joe Rothrock, special agent in charge of the FBI Dallas Field Office, said that law enforcement has been working diligently to locate Noel with the common goal of finding him.

“Cindy’s last confirmed sighting was on March 22, 2023, as she, her husband, and six juvenile children boarded an international flight bound for India,” said Rothrock. “Noel was not with them, did not board that flight.

The City of Everman is still seeking justice for Noel, said Craig Spencer, former chief of police and current city manager and emergency management coordinator for the city.

“The FBI designation brings full weight for federal and international resources,” Spencer said. “This is as serious as it gets.”
Family flees while authorities search for Noel Rodriguez Alvarez

Noel was last seen in November of 2022, but his family didn’t report him missing until five months later, in March 2023. A Texas Amber Alert was issued for him on March 25 of that year.

Noel had special needs, but his foster family told CBS News Texas he was a kind child and seemed to be overcoming challenges from a premature birth.

The child’s stepfather, Arshdeep Singh, purchased one-way plane tickets to India for Rodriguez Singh and her six other children days after he was reported missing, according to authorities. That was the last reported sighting of Rodriguez Singh, according to law enforcement.

In September 2024, the FBI offered a $25,000 reward for information leading to the arrest of Rodriguez Singh.

“The message to Cindy [Rodriguez Singh] is we aren’t going to stop [looking],” Rothrock said. “Going to keep seeking justice for Noel.”

Singh is the first mother accused of killing her own child to be placed on the list that has included more than 500 of the most infamous criminals in US history.

If she is in India as suspected, authorities say they have agents there working to bring her back to face justice.

“Let me be clear, fleeing the country does not absolve you of guilt,” said Phil Sorrels, the Tarrant County District Attorney. “It reinforces it.”
